First of all, one of the most important things to understand about buying any timeshare is -- if you are not
COMPLETELY satisfied with the wisdom of your purchase,
RESCIND. You have ten days; don't come back two weeks from now crying the blues.
Get all your research completed before the recision period expires. If you're still not quite sure, cancel. You can always start over.
Can and will Disney limit resale points further in the future
They can, and they also can restrict the use of ALL points, no matter how they were purchased. None of those types of benefits are guaranteed to ANY purchaser...including those who bought from the Mouse.
However, there are some contractural constraints on DVC. For example, they have contractural relationships with RCI and others. They can't just arbitrarily restrict the availability of those options without the agreement of the other party.
They could, of course, simply not renew those contracts when they expire, or change the scope of the benefits when the contract is re-negotiated.
and make the changes retroactive?
In the past, they "grandfathered in" existing resale owners. They are
not required to do so.

I don't know if you're missing this or not, but it's very important -- no matter how you buy -- to
understand what is guaranteed, and what is not guaranteed. With DVC, there are only a few things guaranteed.
You are guaranteed to be able to use your points at your home resort ONLY...and that's subject to availability, of course.
As long as your home resort is a "member of the Club," you can use your points to book stays at any other "Club member" resort. But Disney could decide to take resorts (including your home resort) out of the club for whatever reason.
As long as booking at other resorts is permitted, you are guaranteed at least a one-month booking advantage over non-home resort members. That advantage has always been 4 months, which seems to have worked well, but that could change at any time.
That's about it for guarantees. Just about anything else can change at any time, and those changes sometimes take place without any advanced warning at all.
In one famous fiasco, DVC members parked their cars at night with the perk of free valet parking, and woke up the next morning to learn they owed $10! DVC usually implements changes better than that, but not always.
