When I went to the Capital, in July, I just walked up and got tickets. We only had to wait about 30 min. And then the tour started. I don't think getting them early is necessary for the Capital. White House is another story.

There is a White House visitor's center that you can go into and see all sorts of exhibits, etc. and it's free of charge. An actual tour in the White House must be booked in advance, so that won't be an option. Still worth it to walk up and take pics in front of the White House, imo.
