Another question about fingerprinting

We have booked to take our DD (27) to the USA again next year. This means she will need fingerprinting and photographing at immigration.
She is a spastic quadriplegic and about the size of a small 10 year old with tiny fingers and an inability to look in a certain direction on demand.
I am expecting people to say, don't worry they won't bother with someone like that but this is exactly what worries me about the effectiveness of this new procedure.
We have friends who have holidayed in N.African countries where it is not unusual to see children with missing limbs which have been amputated purely to improve their begging potential. Anyone who is capable of such an atrocity is capable of hiding behind a disabled passenger and their equipment so my question to the American Authorities is two-fold,
1. How do you propose to fingerprint and photograph my DD and
2. If you are not going to bother with her, why not?
 
Why not e-mail/write to the US embassy, I am sure they would give the necessary advice or get your travel agent to find out the relevant information
