Another ? for the experts - making shapes from pictures

I'm trying to cut out my ds's face in the shape of a circle. When I do that in the cheap little program that I have and try to copy it onto another picture with a background it keeps the original square shape of the photo with white all around the circle. Does that make sense? It's difficult to explain, but I'm getting more than just the circle.

What would I have to do to copy just that circle? Do I need a special program?

To not have the white show up, the background (the layer behind the pic) has to be transparent. If you want to send me the pic, I can make it into a circle w/o a background for you
