Another Disney Dining Question

Friends of our are planning a trip for this May. I inquired if they had the dining plan. They told me that whomever they spoke with at Disney (via telephone) told them that if they were not staying on sight, they could NOT purchase the dining plan! :confused3 True or false???

True.

You have to be staying at a Disney Resort in order to purchase any of the Dining Plans.
 
True. The Dining Plan is only available for guests at WDW resorts who book a Magic Your Way package (which includes room and tickets).
 
Exactly right. Not only must you be staying onsite, you must be staying at a Disney-owned resort hotel. The Swan and Dolphin and Shades of Green, while onsite, are not eligible.

And as has been mentioned, in most cases you must have purchased both your room and park tickets as a package in order to add the dining plan. WDW will not add the plan to room-only reservations (except those of DVC members staying on points)
 

One exception is for military members this year doing the special deal on military tickets and the discount on the Disney resorts -- they can also do the dining plan even though they didn't buy their tickets through Disney. We are going in July and are using the military deal for the tickets (buying them here at our Air Force Base) and using the 40% discount on the Disney resort. When I called to make the room only reservation, the CM was pushing us pretty hard to also add the dining package.

That is a ticket exception, but it is not an exception to staying onsite. The OP's question is specifically about staying onsite.

I just bring it up so that there is absolutely no confusion for the OP thinking that there may be an exception for their friends.
