We have ressies here for my mom's birthday...but the ressies are about 6pm. Will they let us stay out on the balcony to watch the fireworks if our dinner is over?

Also, what is the one thing I *must* get while there?

Yes, they will let you stay out on the balcony once you finish dinner. Depending on what time fireworks are being shown, you could still be at your table if you are having a relaxed dinner. I would simply ask for a fireworks table when you arrive - it might mean not being seated right away, but it is so worth the wait.

As far as what you must get - it all depends on what you like. I always get the Tuna appetizer and either the Pork or Filet for my entree. Oh the Lobster Risotto is unreal as well.

Yes! You can leave and come back. They will let you back up the elevator if you show your receipt from dinner.

If Wishes is at 9PM, when is a good time to try and get an ADR for? I would prefer not to leave and then come back to watch the show. 8PM or thereabouts?

Sure, any time between 8 and 9 would work just fine.

I prefer to get a table between 7:00 - 7:45 (and you need to ask for a fireworks table if you want to see the fireworks from your table). If my fireworks table isn't ready, I can sit and relax, sometimes it takes about 30-45 minutes to get the table you want.
