So I want to make a reservation for December of this year. I have an October use year. I intend to use all my 2020 points. It's not borrowing, correct, even though those points aren't available until October 2020?

Correct.. everything is based on the UY of the trip, not when you call,

A Dec 2020 trip is in your 2020 UY. It means you can use banked 2019, 2020 and borrow up to 50% of your 2021 points for the trip.
