Is it true if you buy an annual pass you get 20% off all merchandise and dining? If this is true is it worth buying one even if your only going to visit disney once a year.

That would be great, but unfortunately it's not true. You do get a 10% dining discount at a few restaurants, but mostly just at lunchtime. See this chart for a comparison of dining discounts for AP holders, DDE holders and DVC members: http://www.allearsnet.com/pl/disc_dining.pdf You'll notice that the biggest discounts are for DDE members. AP holders can purchase a DDE card for $65 (I think that's the current price). It's good for one year and gives you 20% off dining at most TS restaurants and a few CS restaurants, including alcohol, for yourself and up to 9 guests dining together, on the same bill.

There are other discounts available to AP holders. I think we get a 10% discount at the World of Disney in DTD. You also get free parking at the parks. There are some other perks, but not 20% off everything. Sorry.
 
Not true in that broad sense. With an AP you can get certain dining discounts but not everywhere at WDW (most are actually at Downtown Disney)and the small number of in park ones (like at Epcot) are for lunch only. The dining discounts vary from 10% to 20% when avaialble. With an AP, you can purchase a Disney Dining Experience card ($65) which is good for a year and that card does give you 20% discounts at almost all WDW restaurants (but there are a few exceptions, e.g., Japan's Teppanyaki does not take it).

The AP 10% merchandise discount is good only at certain Downtown Disney stores (like the big Disney megastore there) and not at any of the park or hotel stores)
