Annual Pass-room booking-additional rooms

I am sorry if this has been asked and answered but I am getting conflicting answers from Disney. I have an AP I have a room booked for April, my sister and her husband can now go. I booked a room for them because it says I can book up to three rooms at the discounted rate. I have entered them as guest 1 & 2 as a room only discount at this time until they buy tickets. Disney says I must be in the room, I said How can I be allowed to book three rooms and then be in all three rooms, they say I can book the rooms but the discount is only for the room I am in?
Should I rebook the room with my name and my husband in the other room and split my sister up?
Can they add the tickets still to this room so I can book FP?

Can I show my AP at check in for them is that how this works?

As a side question
If they book tickets separately through disney are they refundable if they don't go for some reason?
