I have no idea whether it has any bearing on Disney's decision to not sell annual passes right now, but there has been a case filed in Orange County Florida against Disney for a class action lawsuit regarding annual passes. Basically saying Disney has breached their contract with annual passholders in various ways under the new reservation system.
And to emphasize that annual passholders are way down the priority list for Disney, during an earnings call with Disney shareholders in August 2020, Disney CEO Bob Chapek admitted that non-passholders who “travel and stay for five to seven days” are “more valuable to the business than someone who comes in on an annual pass”. So as long as non-passholders are filling up most of their currently available capacity they have no incentive to sell passes really.
