annual pass non Fl resident

Can you buy an annual pass if you are not a Fl resident?
On the universal website when you click on annual passes it says florida resident at the top of the page and wants to verify your residency if you try to buy, if you click on the link that says "non florida resident" then you get a choice of base tickets or 2 park tickets, no annual pass.

The non-resident Preferred AP is $229.99 and the Premier AP is $289.99 plus tax.
