As the other posters have said, yes you can buy the AP at TTC and have it activated there. But know that you will be paying gate price and not advance purchase price. If you get it at the Disney store in the Airport or any Disney store near you, you will get a discount.

No you won't. The AP's are the same price no matter where or when you buy them. There is no discount for purchasing them in advance like there is on most other admission media. They are the same price at the gate as they are at TDS.
