Annual pass and dining plan

I am staying at All Star Movies for two nights and would like to purchase the dining plan. I have a new annual pass, purchased but not yet activated. How do I arrange for the dining plan? Do I call Disney dining? I'm guessing I would qualify since I am staying on property and have a ticket, but I don't know how to go about it. Thanks in advance, as always!

I believe you need to call the standard reservation line (not dining) and ask to book a ticketless package with the dining plan.

Yes, you do have to call and ask for a ticketless package. FYI for others coming along later, ANYONE can book a ticketless package; you don't have to have an AP.
