Looking at buying BLT. The annual fee is relatively low compared to others I've seen. Is this an introductory rate and can expect to see a big jump next year or do rates normally start out lower due to being a new facility with the normal increases in following years.

What has been the average rate increase over the past years.

DVD provides a subsidy so early buyers of a partially sold-out resort won't have to shoulder abnormally high maintenance fees. As the resort sells out, DVC eliminates the subsidy. The purpose of the subsidy is not to lower maintenance fees below what they would typically be.

Dues should be expected to rise at a rate of 3-4% per year, which has been comparable to the rack rate increase at Disney’s on-property hotels.
 
Speculation is that BLT is lower because the points required per night is higher than other resorts. There are more points to spread the cost over.

For example, a studio at SSR for a week during dream season is 112 points. A studio at BLT during dream season is 122 for standard view, 139 for bay lake view and 166 for MK view. BLT owners have the benefit of lower dues, so those from other resorts are really getting hit if they stay there using points they paid higher dues on.
