They CAN do this. It is extremely risky to count on it. But yes, the CM working at the entrance does have the option of allowing those without FP to enter. We used the app to change a FP on our trip in Aug and at that time the app would change your FP but not alert you to a change in the time for the FP when it did it. So we switched our FP, thinking it kept the same time as the original FP and when we got to the attraction the CM said you are several hours early. I told him what happened and he said no problem and let us go in.

Definitely don't count on it, but Disney has made it easy for the CMs to add it. When you scan your magic band and it turns blue rather than green, a prompt appears on the CMs computer/display and all they have to do is click the approve button to add that ride to the magic band. (Like I said, I've seen it happen so often in the five days I've been here, I am already an expert on how the system works it seems). With how complex the system is to use for some folks, I can only imagine this will always be an issue and Disney will very often side with the guest.

Yes and I hope they always do. MDE is always going to be a challenge to navigate for some. In addition to have a CM let us in early I saw others get passed through. Saw some turned away too. I do think more often than not they are lenient. But you always have that power hungry CM out there who doesn't bend, ever. I do not want anyone reading here to glean only that CMs let in folks without a FP. I think it's important to stress that it is a recipe for disaster to plan on it. On the other hand I also want to stress that if you are short a FP for someone in your group you do approach the CM at the entrance and see what they say when you all want to go in. Worse they can say is you all can't go in but your odds are very good that they'll let everyone enter, as long as you aren't trying to take 10 folks in on 1 FP. That may be pushing the pixie dust too far

We were in Disney from the 8th-17th and saw this a lot as well and at almost every attraction, including A&E and 7DMT.

I'm sure they are taking into consideration the actual available space in PFTH. Think about it, if they have room for oh, 20 people all of which want to meet the princesses (low but for simplicity) but each of those 20 bring in Mom and Dad, even though they won't be meeting the princesses they still take up available line space, your 20 people is now 60, leaving less room for more people who want to meet the princesses.

True but how do you police this? While 1 set of parents may go in and just stand and watch their child you have others who go in and do interact with the character, get autographs, get photos, etc. Since there is no way to know before guests go in what their intentions are it's just easiest, and most fair, to have everyone need a FP
