There are no rules against enlisting locals help as witnessed in past ARs when teams have enlisted drivers to lead their cab/car to their destination or begged for cash in airports. As long as they follow the directions, such as walking to a destination when so instructed versus taking a car or handling a detour without first getting the info, then it's okay. Don't forget, they have 24/7 obeservers with them at all times in the form of the camera crew, so if they do something illegal, I'm sure Phil will know about it.
IMO there is big difference between following a car (basically getting directions) and getting help with a physical challenge.
Maybe it is possible the rules allow for always hiring people to carry you bags, but if that's true, don't you think it would be done more often? Think of all the third world countries they travel to where people would be willing to follow them all day for a couple dollars. Couple that with a couple teams commenting how hard it was getting to lug the bags around towards the end of the race. Didn't sound like they had a choice.
