Always a fee for mailing tickets from WDW?

Has Disney always charged a fee to mail tickets to us? I don't remember it previously, but maybe they just added the fee and I didn't notice. I ordered my new AP and a MNSSHP passes and found out that they are being held in "Will Call" because I did not pay a $5.00 handling fee. The option to pay to have them mailed was not explained. The CM selling the passes told me the AP voucher would be mailed, but the MNSSHP ticket would have to be picked up at Will Call.

Yes I believe they have always charged, at least we have always paid a shipping fee.

I ordered MMVCP tickets and the shipping was $14.99, of course I received them the very next day FedEx. As for our APs I ordered them through DVC member services, they wouldn't ship them we will have to pick them up at will call.

That's where I ordered my tickets. But, I believe that if you call Ticketing they will ship them for the fee.

Last year it was $3 I believe but theres always been a fee

That's the first thing that popped into my head too. But beware we may need our flame suits for this.
