The reason that the numbers keep on changing is that they get leaked here, and Disney changes the numbers because they get too many calls.
I would LOVE if they had one for everyone, but at this time they don't.

With so many people having cell phones and most home phone plans pushing unlimited long distance, I am surprised so many people still need the 800 numbers. It's cheaper to get the unlimited long distance than to not get it these days. Maybe the people who don't have it should call and see if they can get a better deal from their phone company. Maybe they can actually save some money!
With the cell phones just call during the off peak hours which are free minutes. You can talk to Disney until they close and it won't cost a cent!
I will write the same thing I do every time some tells me what "should" do when it comes to cell phones.
They are not secure connections. I won't be using to discuss my travel arrangements nor am I giving out my credit card number. You "should" if you feel comfortable but I am more cautious.
I am not trying to be snarky but this POV is posted every time the subject comes up and it is off-topic to the OP's simple question, IMO.
Disney numbers not being public and bottom line costing the average vacationer more.. sorry, I have read so much lately, about how people are using these numbers that have come by questionable means. How Disney does not publish these numbers to the public etc. I have to ask myself, then, fridge swaps, photo pass get togethers etc.. Disney rents fridges by the day and photopasses by the per family stay. Now is this cheating them also? If we are going to bash people, then lets all get on the same page...Or mind our own business.
P.S. Anyone can Google the newest number. And that has nothing to more to do with Disers sharing numbers and rising the cost of your next family vacation or anyones fridge swap etc.
The only "should" made was to call and see if one can get a better deal with a land line that has unlimited long distance. The cell phone idea is obvious and if you have a problem with it that's fine, I certainly don't care on way or the other. No need to take anything personally. These boards are meant to present options for people to consider to help with their questions.
I also think it was very cool the way the OP presented the question. So much better to find out than to just post it for all the board to see!

I think we can all agree on this: We would all be happy if Disney had an 800 number for dining reservations for the general public.
They don't, though. They certainly don't HAVE TO have one. I myself have used the 407 number with no problem for our past two trips. Most people are willing to pay to make the reservations, it seems. Given that, maybe Disney's decision to not have an 800 number is a sound business one. I don't know. Not my call.
If you get wind of one of the elusive 800 numbers (which apparently aren't meant to be disseminated to the general public), and you're able to use it for a period of time, consider yourself lucky. if I had one, I wouldn't publish it here, because it would surely get shut down soon after I "outed" it.
I don't know why it matters what anyone's phone plan is. Whether you have a land line, a long distance plan, or free long distance on your cell phone is immaterial.
Disney does not have an 800 number for the general public to use for dining reservations. You are supposed to use the 407 number. If you have to use the 407 number, and it is expensive for you, people have suggested several tips to minimize the cost, including employing a travel agent to make the reservations for you.
No one is more "entitled" to an 800 number because they have a poor long distance plan. We would all like there to be an 800 number for the general public, but there is not one. End of story.
