All rose bouquet: 18 stems too small??

I have a question for anyone who knows.

I was originally going to have a bouquet of 2 dozen roses. I am thinking of adding a little sparkle to it (like some crystals), and my planner told me if I downgrade to 18 roses, I can add a few crystals with no extra fee.

Is an 18 rose bouquet too small or should I stick with the 2 dozen and pay a little extra for the crystals?

ETA: I know size all depends on a bride's taste, but I'm just trying to get a sense of what's average.

I don't think 18 would be too small. My MOH's bouquet had 16 in it, so maybe this will help you gauge the size? Mine had 28.

I think 18 roses with crystals would look really pretty!
