I think its luck of the draw.
We were at AKL the last week of Sept, 2012. We had no problems with the buses and waited less then 10 minutes for every bus except for one day when we waited 30 minutes for a bus to Epcot. Leaving the parks, I think the longest we waited was 20 minutes.
However, we had friends who stayed the exact same week and they had long waits for the buses.
I just think its a matter of when you get to the stops.
BTW, we LOVED AKL!!! It is such a beautiful resort. I liked that the restaurants were below the lobby, so it made the lobby feel more intimate (even for its size) then WL. The staff were so friendly.
