It's definitely in relation to FOP, but how long would you think a crowd like the one below would take to dissipate when reports are the FOP line is snaking way out of the queue? And the reports coming in right now are fo much lower crowd attendance days. By the time you got done waiting for the crowd to die down, you could have gone and rode something else.
8/16 A Morning at AK, FoP and Navi, no Fast Passes
But also....some people (those at the front of RD) are riding and even being done with FOP even before the scheduled open (whether EMH or regular opening).
Even in the post/experience you quoted, that person was able to ride FOP and when done...when done with the ENTIRE FOP experience, the wait was less than 20 minutes. I would imagine if you RD NRJ the wait will be even less than someone riding FOP first. Also, that experience seemed to be for a 9 a.m. opening. I would think there may be less people at a 7 a.m. EMH? Though it is Christmas....so extremely crowded.
From other reports I've read, at one point they even split the crowd (or announce it) that one side was for FOP and the other was for NRJ before slow-walking down...before the scheduled opening time.
She will have to decide how long they are willing to wait...but also can wing it the morning of. Check out the crowd...the path to NRJ and decide if they want to do it, but I would DEFINITELY check it out. I mean...it's 7 a.m. in the morning. Even on regular days, it seems like the rest of the park is empty, no waits, upon opening. I would think even if you 'wasted' 20 minutes checking it out (probably even happening before 7 a.m. if they continue to let people in early like they have been) those other rides you want to head to in the morning will have minimal waits still by the time you get to it.
