AK Guest Relations and PPO ADR

I will be upgrading tickets to an Annual Pass on an upcoming trip. We have 8:00am ADR for Tusker House on the day I'd like to upgrade, park opens at 9:00am.

Ideally, I'd upgrade and buy TIW card before breakfast, to start saving on my Tusker House meal.

I called Disney a few weeks ago to bridge my tickets, and they said because they are military discounted, I must go in person to Guest Relations (they are eligible for an upgrade, just not over the phone). They mentioned a difference between the WINDOW outside the parks entrance vs the one INSIDE every park and their capabilities but I've forgotten the distinction.

Would the Guest Relations WINDOW outside of AK entrance while I am queuing for my PPO breakfast allow me to upgrade tickets and buy a TIW card? Or will I need to visit Guest Relations inside the park later that day?

Is the window even open before regular park hours?

This was discussed in our morning meeting a while ago, and I THINK it was that only the Guest Relations windows have the machine and card stock to print TIW cards. (EDIT: I could be thinking of Premiere Passports - that was discussed at the same time.)

The GR window will be open before the park opens. Just like the ticket booths, they open early to take care of guests with PPO ADRs and special events like tours.

FWIW, I upgraded my ticket to an AP and purchased my TIW card at a GR location inside of DHS in April.

Edit: I wrote that incorrectly. I made my purchase inside DHS. Epcot is where I added days to my DH's and DD's tickets.

Yeah, I was just editing my post to put in that I could be thinking of the Premiere Passport. We went over a LOT of GR-related stuff in that same meeting.
