If AK and DHS stays open an hour later than usual, AK 7pm vs. 6pm and DHS 10pm vs. 9pm, it's best to avoid those parks on those days they are opened an hour later than usual?

Personally I don't think 1 hour at the end of the day will really affect attendance at either of those parks.

Probably the only exception to this is if AK closing at 7PM means it's now closing after dark - which is determined by the dates you are asking about. If it will still be light at 7PM, it likely will not affect crowds. If it will be dark at 7PM then yes, it would likely increase attendance as guests like to see the Avatar area when it is dark. It truly is amazing and worth seeing if possible!

Agree with this

I'm wondering more about the *why* of it - why are they opening earlier and closing later?

We've been at Disney several times when they've altered the times, and added an hour, but mostly we've experienced it at an earlier hour at MK in the morning. It was during typically busier times, like Memorial Day, Fall break, Thanksgiving, so they might be expecting more people.
We try to make a habit of checking hours often before and during our trip. One trip, they changed while we were there. We've found, if they add the hour in the morning, and you rope drop, can often get more stuff done.

We've had where they added an hour at AK at the end, and we were glad, it should mean the safari and animal trails will be open a little longer, since they often close a bit earlier than park closing.

Now, we are more into riding things closer to park close, so if we saw that they'd added later hours then, we'd likely park hop over there in the evening.
