Under the old system, yes. Under the new system, offsiters are no longer "just like everyone else", as Disney has restricted them to booking FP+ on the day of their visit (while onsiters can book FP+ in advance).
I am totally baffled by the responses like yours. You speak of the "entitlement attitude". Entitlement is defined as the fact of having a right to something. I am not saying I have a right to anything

to get what you pay for (and that yes, I am willing to pay the price). To have the opportunity to pay for an upgrade,
if you want it. Its the way of the world, even at a place as "magical" as Disney. The more money you are willing to pay, the more you are going to get. If you are willing to pay the hugely inflated prices for an onsite resort, you're going to get EMH. You're going to get transportation to and from the airport. You're going to get package delivery to your resort. Because you paid more, you get more. I don't think that's an entitlement attitude at all......its capitalism. Its why folks (like me) are willing to pay $25+ per person, plus gratuity, to eat breakfast with Mickey Mouse when we could get a more expansive breakfast at Golden Corral for a fraction of the cost. I pay more to get more (one-on-one time with Mickey). Its not "entitlement", its a choice. And yes, that choice comes at a cost.
Do you honestly think Disney (and ALL the theme parks, for that matter) is not trying to find ways to "bleed another buck" from their guests? Have you noticed that every ride exits into a gift shop?
An honest question......do you also resent the other profitable ventures (Bibbity Bobbity Boutique, Pirates League, etc.) found in the parks, which not everyone would be able to afford? Or do you consider them different than a front-of-the-line pass?
