Aft Deck 8 Stairs to Deck 9??

I see that there are stairs in the aft of the ship that go from Deck 8 to Deck 9......are these stairs only connecting those two decks?

Is there a door that goes outside by those stairs?
In the pictures that I've seen, it looks like there's a small verandah-type area there.

Yes Deck 8 and deck 7 (8 is better) both have a public verandah on the aft of the ship near rooms 8102/8602 (7138/7638). The one on deck 8 is larger and has deck chairs (loungers and tables). It is a great place to go as most people don't know that it is there I seem to remember the stairs being there as well. I want to say they connect from deck 5 and higher. Icould be wrong though (I am sure someone can correct that) but I know we used those stairs (we were in 7628 for our honeymoon and spent a bit of time on the aft verandah of deck 8).
