Advice on touring with a 3 park/2day ticket

Hi! We will be there July 3rd and 4th, staying at Royal Pacific. My plan was to see IOA/USF on the 3rd, then spend morning of the 4th at VB and when we are "done" then go back to theme parks to see what we missed on day 1. Would it be wiser to flip flop that plan and see VB on the 3rd? It seems weird to start at a water park and not with Mr. Potter! Or do the lines die down in the evenings? I know it's so early to give advice!

Also, I am having a hard time shelling out more cash for some shaded chairs, but if I'm going to be hanging out in virtual lines I don't want to be frying. I'm a delicate creature! How likely are we to find "free" shaded chairs if we go early?
