Protocol in NYS is first contact principal, then superintendent, then the New York State Office for Quality Control at the NYS department of Eduction and if all else fails contact Albany Law School (they have an advocacy clinic for people with disabilities,Bridget Burke used to run it, I don't know if she still does). Make sure you put everything in writing, send letters, keep a log of dates and times and durations of conversations. Document everything!!!
