I lived there for a while in the 1990's, and, from what I could tell, people move there specifically to be weird in public. There are a very few places you can hang out there that you can be sure you won't see naked people with purple hair riding flaming Mad Max bicycles up and down the street. Hey, they may even have their kids with them. Being wacky is a family activity in San Francisco. I think if you were to call the parks department to report adults on a scavenger hunt in a children's park, they would politely laugh their heads off.
