The changes for the dining plan this year did not include the "unpooling" of credits. Maybe next year?

I would assume that they could change this at anytime, doesn't have to be a first of the year thing

Yup, subject to change without notice. Furthermore, if they do make a change, enforcement could even be inconsistent, at the same restaurant, during the same week. Select the plan based on its own merits -- based on what is guaranteed to you. Consider any generosity you experience as gravy.
