When can you make reservations for an August trip? I am 60 days today was able to make a Disney spring reservation.

The 60 days is only for DS. They have not opened up any other bookings,

My understanding is that parks can’t be booked until you have a confirmed date for getting in

For resorts, not sure when the 60 days will open, They did mention when they shut it down that those who had booked and got canceled would get some sort of priority back too.
