ADRs opening back up??

I have been trying to make ADRs for Sept and could not get some times and/or places I would like. I know ADRs can become available again if someone cancels (and on that note, I have been sure to quickly cancel the ones I will not use so others can use them). But do ADRs also open up if that person does not make their deposit/final payment on time?? Or are the reservation and ADR systems totally separate??
