ADRs open at midnight or 7 am EST?

The super helpful, but maybe not so reliable, call center cast member told me ADRs become available at midnight. Is this something new or a little misinformation? I have a feeling she might be thinking about Fastpasses, but I wanted to ask, just to be sure.
