Do they only allow a certain amount of people on the dining plan at the restaurants at a time?

When we went to disney in October getting reservations was hard but I have managed to get every single ADR this time and at the time that I want. Just wondering why.

I don't think whether or not you are on DDP matters to your reservation. They only ask you about DDP after you've secured your time slot. Could just be different time of year, luck...?

I would think it would be busier in July.
