ADR quick question

Does your package need to be paid in full before you can make ADR's?

At the 180 day mark anyone can make a reservation including people not staying onsite so, no, you do not have to be paid in full.
 
No, and you don't need a package, the DDP, a reservation or anything else to book dining reservations.

Dining reservations are open to all at 180 days out from the date you want to dine.

For on-site guests, you can call 180 days out and make 10 days worth of reservations. That's the only real difference (along with not having to pre-pay for a few things if you're not on a dining plan).
