Could someone explain how the reservations work ( again)?
I thought that 90 plus 10 meant that I could book 100 days out if staying at a Disney resort. After being on hold for 40 minutes I found out that was not the case. I would not be so annoyed except that when I first read this I called reservations and asked a agent and she told me I could book on March 13th.
So what is the real story?

No, 90+10 means that you can book up to 10 days' worth of ADRs on your 90th day.
 
Correct. If you are a resort guest, you call on the 90th day before your arrival and you can book up to 10 days of dining. It eliminates the need to call back every day.
