ADR question: Only for on-site guests?

Could somebody tell me if the ADR (PS) can be made only by guests staying at Disney Resorts? We booked off-site this time for the first time in ages, and I don't want to call and waste time--mine and theirs--if I can't make any dining plans. Thanks in advance!

ADRs (Advance Dining Reservations) formerly known as PSs can be made by ANYONE, regardless of where you are staying!

The only thing that has changed is that on-site guests can use the 90 + 10 day system. On their 90 day mark from check in, they can make all of their ADR's for the next 10 days at one time. Off site guests still can call in each day at the 90 day point like normal.
