ADR change / cancel time

We are leaving tomorrow and I have ADRs booked for what we need but am hoping some other options open up the day before etc. Two questions
1) To cancel an ADR do I need do it just the day before or is it 24 hours (like can I do it at 11 pm when we get back to the room for say breakfast?
2) The day of the ADR I assume there is a penalty to CHANGE my ADR from one TS restaurant to another but wanted to confirm

Yes to both.
You can cancel up to 11:59 the night before on line, not 24 hours.
If you change an ADR same day you will be charge the No Show fee

Can you modify an existing reservation same day with no charge? So same restaurant, but change the time if something becomes available last minute?

Yes you can do that. Also I've seen people say that if you move your reservation to the next day then you can cancel without the penalty

Just did this the other day. It was June 14 was trying to reserve 'Ohana for December 14. I didn't realize it, but while I was searching, MDE reset the date to that day (June 14) and I reserved a table for that very night! Being in Ohio, we obviously were not going to mak it, lol. The system would not let me cancel altogether, it did allow me to change it to the next night, then cancel. Whew, that could have been an expensive mistake otherwise!

As long as you show up for your reservation, you won't be charged a late fee. In reality, you can just order a drink and then leave. That's a better option than paying the cancellation fee but I would hope people don't abuse this method or Disney will change things again.
