Adding to reservation within 45 day mark?

Forgive me if this question has been asked a million times. We are within the 45 day window on our trip but are thinking about adding the dining plan to the reservation. Do you still get charged the $50 change fee if you are ADDING something to a package? We are booked through an AAA agent.

I added something to our tickets, and they told me that the $50 charge is waived if you are increasing the price of the package, so you should be good!

I was told by a Disney CM that, if you are adding to the package, you will not be charged any fees. If you are downgrading the package, you will be charged fees.

The reason I asked is that our daughter may not be coming along on our next trip. If I book the package with her on it but then she can't go and I have to remove her, I will be charged a penalty. If I add her to the package, at any time, I won't be charged.
