Adding/removing a person on Disney Package

Our family is planning a trip in June. My question is, we have three children who are for sure going, but my step daughter who lives with her mom we are still unsure of because of behavior problems. If you make a reservation and them we decide to take her or not take her, is it easier to add a person to reservations and dining or to remove them? If you remove them do you get your money back for that person?
 
As long as your room will handle the higher number of guests then its easier to add than subtract. Reason is that Disney will charge a $50 change fee if you change a reservation under 45 days out. However, that fee will be waived if you are increasing the cost of your reservation such as adding another person.

If adding 1 more person would require you to change room types then it could be an issue if such a room is no longer available.

For dining reservations make all ADRs for the extra person. I've never had a problem showing up 1 person short. The exception would be for the pre-paid dinners such as Aloha or Hoop.
