Yes, you can add the WP onto your tickets at any time before they are all used up at any ticket window. If you are only going to one waterpark it might be cheaper to just buy that ticket individually though than adding the "Water Park Fun & More" to your hoppers though...

It will be FAR cheaper to add the full Water Parks Fun and More upgrade to a HOPPER ticket than to buy a one-day Water Park ticket.
Also, guests can upgrade a ticket that is "all used up" under multiple conditions.
If the ticket was bought as part of a WDW Resort Package (room and tickets together) then the guest has up to 14 days to upgrade a ticket, even if that ticket has been "all used up" even several days earlier.
In addition, a guest can upgrade an "all used up" stand-alone ticket as late as close of business on the SAME DAY that the ticket's last asset was used.
What you likely remember is that it is more expensive to add the WPF&M option to a NON-Hopper ticket than it is to buy just a one-day WP ticket.

For best results with tickets not purchased at a Disney ticket window and not part of a Disney resort package, you should enjoy a theme park prior to adding water park fun.
Otherwise the cost to add water park fun may be a little more than expected given that any discount from today's selling price you received earlier will be clawed back when you start with an unused ticket. For upgrade purposes, partially used tickets are correctly valued at the current ticket booth price.
