FWIW, we have found touring plans to be very useful.
In our experience, if TP has a crowd level of 5 or higher, that is when we've noticed a park to feel noticeably more full.
1-4 are hard to distinguish. ...but we've had some days that were predicted at 5's or 6's and sure enough they felt noticeable more crowded. We experienced this at both MK and HS.
We typically go late Sept when crowds are notoriously low, so overall we are able to plan our schedule for very low crowd levels.
