Accusing someone, without sounding like you are accusing them.

I am getting so frustrated. I subscribed to my local paper recently. On days when I work at 8am, my paper is there. On days when I work evening shift, it's there about 50% of the time. I am trying to determine what is happening to my paper. Is someone off the street taking it? Is my carrier not showing up? Does someone from my building think it's a free for all?

So,
I have decided to send out an email to my condo association, but I want to make sure that it doesn't sound like I am accusing anyone of anything. I just wanted to see if any of you guys think this sounds okay?:

Dear Neighbors,
I recently subscribed to the Jersey Journal so that I could keep up with what is going on in the area. Since day one, it has been pretty sporadic as to whether or not the paper is there on the stoop. I am trying to determine if the delivery person isn't showing up, or if someone from the street is swiping it off the front stoop.

I was just wondering if any of you noticed if there was a paper on the stoop this morning on your way out? I just want to have a better understanding for when I call the subscription office.

Thanks,
Lora

Maybe you could make it sound like you are asking if anyone else noticed their delivery was spotty so you can make a mass complaint against the carrier? If someone is "borrowing" it they might realize that you have noticed it and stop.

I'm the only one in the building getting the paper. I haven't seen anyone else on the street getting this paper either. The building next door gets a different paper and I always notice it on the steps when leaving to work in the afternoon.

I agree. If you don't want to accuse anyone, don't. Just ask everyone if they are getting spotty deliveries as well. If everyone else is getting their papers every day, then you can be pretty sure someone is swiping yours, and go on from there.
