Acceptable id for just turned 16 yo

Our oldest ds just turned 16 for our upcoming trip. I think this is the age where photo id is necessary? We questioned the southwest airlines agent when we made the reservations. She said, oh just bring a copy of his birth certificate? Huh? He had a school id but I think he threw it out, didnt like the picture and its not required for school activities etc. He has a library card and I guess I could get him something from the state, but I really dont want to do that since he wants a drivers permit and financially we are holding off on that right now as it would affect our car ins. rates. So do you think a library card with photo and birthdate is acceptable for him? Or what should I do?
 
We have found that our state offers an ID. There is a small charge for it but much cheaper than upping our insurance rates!

I would think most states offer them. They have a picture on them and look a lot like a Driver's License.
 
According to the Transportation Security Administration (TSA), passengers 18 years and older must show photo ID. So your daughter won't need any. However, something with a birth date would probably be a good idea, especially if she looks older than 16 (and if that is what Southwest says it requires)
 
In FL you can get a learners permit at 15 but you have to have it a year before you get your actual license. My insurance wasn't affected when my daughter got her learners permit, only when she got her regular drivers license. Check with your insurance company!
 

Here in New York, you can get a non-drivers license ID card. You then just take your written test and switch it to a learner's permit when the time comes.
 
You should be able to get a photo id from your state.
when my daughter turned 16 and got her permit, my insurance did not go up until she got her license. You may want to check with your insurance co.
 
After he was denied entry to an R rated movie due to lack of ID, we took my 17 year old (who can't drive due to a disability), to motor vehicle and got him a state ID card. Looks like a license but says "For ID Only" across the top where it would normally state the type of license it is.

Keep in mind they require the same type of info/documentation to process this as they would for a DL--prove of name, address, birthdate, citizenship, etc.

If she is 16 she doesn't need ID yet, just bring the birth certificate but its 18 and after that they need photo ID. I took my niece with me to Disney when she was 17 yo and they never asked for ID for her, even though I had her school ID on me and birth certificate. If you feel must better having the ID, just go to MV and they issue a State ID, which will have her photo on it, age, etc. all the information that licensed drivers have. I don't drive and I have one which is what I use for ID. Its good for 4 years and I've got to go and renew just like the licensed drivers. Good luck.

No id's required until age 18. However, like others said most states do issue non-driver id cards, just go to DMV or whatever it's called in your state and they'll issue one for a fee. I don't know how much they cost, because I got my license not long after I turned 16. Even a school ID is acceptable, anything to identify, face and name. Both my sister and stepsister traveled last week with no id's and were fine. And they look older then me, even though I'm the oldest. I was showing ID, they weren't, and they were never asked about it.
 
I got my DD a Florida State ID when she turned 14. It comes in handy when we try using the biometric scanners which doesn't always read correctly and they ask for proof of who she was. The ID was only a small $ and has been helpful on a few occasions.
 
Also, just for anyone who's reading this, a passport is legal ID in any situation, so if your child has one, you can always use that for a domestic flight just as you would an intl. flight.

He does not need a photo ID and won't until he is 18.
