? about transferring Feb 2020 UY points in Jan 2020

Does anyone know if I can transfer my Feb 2020 points now to someone who wants to use them later in 2020 or do I have to wait till Feb 1, 2020

You can transfer them now,

Definitely can transfer them now. I sold some of my December 2019 UY points in a transfer, and I transferred them to the new "owner" in October 2019.

Rule followed is that, at any given point in time, you can transfer points from the use year you are currently in or the next use year. Thus, you could have transferred your Feb 2020 points as early as Feb 1, 2019.
