My son and his GF are flying and the luggage tags we thought we never got... Actually went to my dd's bf's house. So..., we got them today. There are only two flying but yet they sent 7 tags with every person's name on them. They are flying SW and can check two bags.. Can they use two of the other tags with another person's name other than their name???

If I understand you correctly....they received 7 tags, but, only 2 of them are actually flying? If that is the case....no they cannot use those tags....because when they check their bags at their home airport the tags the airline attaches will not match the names on the Disney tags. The bags might make it through since those other people are on the reservations, however, I wouldn't take the chance.

Yes only two are flying but they sent luggage tags enough for each person to have one.

Yes, the two flying can use four of the seven luggage tags.

All the DME vouchers in their packet have the same number/bar code as all the luggage tags in that packet. All their checked luggage will get to them, the guests who used DME.

Not a problem. As long as everyone is at the same resort, with the same reservation number, you are good to go. The bags will go to the room that the person named on the tags is staying in..that's the only thing. But easily fixed.
Your luggage tags don't have to match anything on the airline tags. I have put extra tags on someone else's bag before....just isn't an issue. I have even mixed up the bags and tags...again, no issue. No one is taking the time to look at what the yellow DME tag says until that bag gets to MCO..and those people don't care what the airline checkin tag has.

As mentioned, the above is incorrect. Provided the flyers want to pay (if anything) the airline to take the extra bags, all 7 tags can be used. Since there are two of them flying SW, up to four bags can be flown down at no extra charge. If they want to use the other three tags, they just need to pay SW for the extra baggage.
