One thing that I always wonder about when people respond to questions like yours are how many places have they really eaten at to have a basis to compare? In my case, Uncle Romulus' case, and a couple of others, we've dined our way around just about every finer restaurant at WDW, in most cases at least a couple times, and thus can offer opinions based on more than a random sampling. Not that I'm slamming anyone's opinion, I just wonder when someone shouts something out if they've really got a good basis of comparison, or if it's the only upscale place they've dined at so far.
You've had some interesting opinions presented. I'd like to point out that Blue Zoo is at Universal, not WDW, and Narcooses while having excellent food (although down a notch since TJ moved to Boma) is hardly romantic and has had some unpleasant service gaffs everytime I've dined there (4 times).
If you want the closest thing to V&A's, then look right next door to V&A's, Citrico's is the answer. An elegant and romantic setting, excellent refined service (request Aisha) and simply delectable food.
The next best would probably be Bistro, but the tables are so close together that you can't help but make new friends while dining there... When we ate there a little over a year ago, we were privvy to an interesting conversation at the next table, an out of town businessman and his...um..."date". Whle the food was good it wasn't to die for, and the service was competant, but far from the best I've ever had.
Jiko is arguably the best restaurant at WDW as far as the actual food goes, but it's at the sametime about as far removed from Citrico as far as type of food and general atmosphere as you can get. While Citrico's is decorated in an elegant theme with Mediterranean flair, Jiko is darker and exotic in nature. The pungent yet delicious aromas infuse your nostrils as you enter, teasing you for what will come later. Both have excellent service however who you get as a server (request Ron) at Jiko will determine if the service will be excellent, or excellent and polished. At Citrico's it's always been polished yet freindly.
Other good choices might be:
Artists Point. After a dismal first visit there left me vowing to never return, a visit from Frances twisted my arm and I returned with trepidition and was delightfully surprised with an excellent meal and excellent although not polished service.
Yachtsman's Steakhouse. Coming back from a terrible decline in food and service a few years ago, this restaurant has reentered the longer short list I keep of great WDW dining experiences. It's almost back to where it should be, and I'm sure you'd have an enjoyable meal there.
Flying Fish. I'll admit I haven't eaten here yet, but I've heard nothing but rave reviews on the place. IMHO it's a bit noisy looking and doesn't come off as terribly romantic to me.
The California Grill. This palce is taking positive steps to reinvent itself as what it was when if first opened, a high end dining establishment which attracted couples and locals. It's not quite there yet though. The food is excellent, service is generally very good, but not my first choice for a romantic evening.
The two other places would be Wolfgang Puck Upstairs, which I haven't dined at--although downstairs for lunch was delicious!--and Palio at the Swan which after having two horribly dismal expereieces with food and service in a row made me decide that the food and service at Macaroni Grill are better, and about half the rpice.
