A couple of Palo questions.

Can I make a reservation for Palo at the port (before embarking), or do I have to wait until I board the ship?

Additionally, are jackets still required for dinner at Palo, or can a gentleman just were a dress shirt and tie to Palo?

Reservations are made when you board, unless you have a concierge suite (they can make reservations early for you).

Jackets are recommended and dress shirts are required.

Unless you are booked with REAS, you have to wait til you get on board to make ressies.

While, they stress on Men wearing jackets, my Dh wears a tie and shirt and has no problem. I have have seen many men wear tie/shirt in palos.
