It is a very difficult quandary. I ask myself, if I had to choose between resources being diverted to save my pet cats versus saving the lives of some strangers down the street, how could I make that choice? And that's between animals I love and people I don't know. Such decisions are rightfully made by people who have no specific attachment, and clearly they'll (again rightfully) choose to save and safeguard the safety of the humans first, before devoting much attention to the animals.
