60 days out FP question

I was wondering if someone knew at exactly what time the booking window opens. I am 62 days out from my next WDW vacation so my window opens Tuesday. I live in California. Will my window open at 9pm Monday night? Or sometime Tuesday?

I think I had read somewhere that the booking windows opened at 6am on your 60th day out, which would make that 3am Cali time.

On-line, it is supposed to be 12 midnight Eastern Time,
but on some nights, it won't respond until 1am Eastern.
 
We did our on Wed and it definitely wasn't open at midnight. I tried for 20 min. and gave up. When the alarm went off at 5 I tried and got everything we wanted without any trouble. If the time wasn't exactly right I would book the closest to what we wanted and then would go back in and change the time.

Another hot tip is to book all three FP+ specifically for times that you DON'T want.

i.e. Book all three for late in the day, if you really WANT all three to be in the morning.
THEN, immediately go back and change each one, individually, for a time that you DO want.

Why?

Since ALL of the original times were made outside your actual window time,
they can be more easily re-booked without worrying that the original times
would interfere with your re-booking.
