Is 4A a good category? Are 4A staterooms scattered throughtout the ship (Fantasy specifically). If so, any tips/advice for which deck? The higher the better? I'm so confused.

"Better" is subjective as it depends on what you want. I prefer 4E (forward deck 5) because you have an extended verandah and are lower on the ship allowing very quick access to the Theatre (both shows and movies), 1 flight of stairs then to back of the ship for adults area (or daytime entertainment areas), quicker access to sit down meal locations (many don't do sit downs except dinner but we typically do it for most meals that it is offered) and if you have kids its fairly close to the kids clubs.
The benefits of a higher room is going to be quicker access to the pool deck, cabanas (buffet), and soda fountain.
The rooms themselves though are going to be pretty close to the same from my understanding but I am far from a expert.
4A is the Deluxe Family Verandah, we normally book for this category stateroom. They are located center (mid ship) to center/aft on higher decks. Great view and access to top decks.
Since it is the fantasy I would recommend midship as the aft gets especially bad vibrations from the engines on that ship.
Also, I would recommend deck 9 over deck 10 if you want a 4A. It can get noisy on deck 10 because the pool deck is directly overhead.
4B and 4C are the exact same room layout except on decks 7-8. I like those because I like to be able to take the stairs up to the pool or down to the atrium easily, and you are about midway between both on those floors.

Avoid deck 10, which gets a lot of complaints due to being right under the noisy pool deck. I would also avoid deck 5 as parts of that deck are located above theaters. Deck 6 is a bit close to the lifeboats to have a great view looking straight down into the ocean. Aside from those, the deck number doesn't matter outside of your preference to be closer to either the pool deck or the (lower) indoor activities decks. If you're starboard (right side of ship), you might get a view of the fireworks from your balcony. If you're new to cruising I recommend starting with a midship stateroom, not forward or aft, because forward staterooms have the most motion, and aft staterooms sometimes have vibrations.
